Most leaders are accustomed to thinking about mission accomplishment.
Goals. Deadlines. Strategic plans. Performance measures. Results.
Those things matter. Communities depend on them.
But what if one of the most important leadership lessons is that sometimes the mission isn't the project, the initiative, or the outcome?
Sometimes the mission is the people.
That insight sits at the heart of my latest
Community Catalysts
conversation with Wayne Handley, Interim City Manager of Buena Vista, Virginia.
Wayne's career has taken him through the U.S. Marine Corps, emergency medicine, law enforcement, counseling, and local government. Along the way, he learned a lesson that continues to shape his approach to leadership: leaders have two responsibilities: mission accomplishment and troop welfare. And sometimes, the mission is troop welfare.
As Wayne reflects on leading a police department through a period of low morale, internal division, and diminished public trust, he offers practical wisdom about rebuilding culture, developing future leaders, modeling behavior, and earning trust one relationship at a time.
What struck me most was Wayne's conviction that leadership is not primarily about authority. It is about responsibility. Responsibility to make decisions. Responsibility to develop others. Responsibility to create an environment where people can learn, grow, and succeed.
In fact, this conversation became so rich that we decided not to rush through it. Rather than squeeze everything into a single episode, we've made it a two-part conversation.
Next week, Wayne shares a deeply personal story from early in his law enforcement career, a story about discipline, mentorship, grace, and failure that profoundly shaped the leader he would become. It is one of the most memorable reflections on leadership I've heard in quite some time.
